HCFC Regulations & ISCEON®

R22 market and the ISCEON retrofit options
refrigeration systems evolution
Australia and the Montreal Protocol

The Montreal protocol (MP) called for the phase out of all Ozone depleting substances in Developed countries by 2020 and developing countries by 2040.

To meet our obligations under the MP The department of environment water and Heritage (DEWH) set up a Quota system in 1996 and a phase down schedule on imports of HCFC’s that effectively reduces the availability of HCFC’s by 30 Ozone depleting tonnes (ODP) every two years after an initial 4 year Fixed cap.

The department also banned the import or production of equipment containing HCFC’s effective July 1st 2010

Remaining phase down schedule
Calendar Year HCFC Import Limit R22 equivalent Estimated demand**

2008, 2009 100 1818 1800
2010, 2011 70 1272 1600
2012, 2013 40 727 1400
2014, 2015 10 181 1200
2016, 2029* 2.5 45 1000

*This is intended as a service tail for long life equipment such as R123 Chillers.

** The market is estimated to contract by 100MT per year as older equipment is decommissioned and replaced with new equipment

During the Transition Period
Businesses have three options:
  • Convert existing system to alternative refrigerant
  • Buy a new system that uses an alternative refrigerant
  • Continue to operate existing system
  • Establish a plan to replace/repair leaking equipment Recover and reuse refrigerant from equipment that is discarded
Begin to transition to alternative refrigerants
  • Many businesses have started to switch
  • Consider amount of time needed to convert

  • Impacts
R-22 is going away but it can be managed.
R-22 supply shortages can be avoided through combination of:
    Tighter systems
    Better installation & service practices
    Retrofit of existing equipment
    Replacement with HFC equipment
Increased recovery and reuse of HCFC-22
R-22 Prices in the future likely to be volatile
“Advanced” Refrigeration is Expensive per Ton CO2e
Retrofit Refrigerants offer the Lowest Total Cost
Retrofits can provide a low cost supply of recovered R-22

  • ISCEON® MO99™
    Developed and patented by DuPont.
Combines R-22 pressure - enthalpy characteristics with mineral oil compatibility in a unique HFC refrigerant that can be used to replace R-22 over a wide range of evaporator temperatures.

    CUSTOMER QUOTE
“This was as close as you can get to a drop in. The only seals that were changed were the Schrader valve cores and the level gauge on the liquid receiver. Upon start-up after the retrofit, each rack system charged with MO99 pulled down quickly, with case temperatures and operating parameters comparable to R-22 performance. It was a much smoother retrofit with no oil change, no TXV change, and no set point changes.”
