Australia and the Montreal Protocol

The Montreal protocol (MP) called for the phase out of all Ozone depleting substances in Developed countries by 2020 and developing countries by 2040.

To meet our obligations under the MP The department of environment water and Heritage (DEWH) set up a Quota system in 1996 and a phase down schedule on imports of HCFC’s that effectively reduces the availability of HCFC’s by 30 Ozone depleting tonnes (ODP) every two years after an initial 4 year Fixed cap.

The department also banned the import or production of equipment containing HCFC’s effective July 1st 2010

** The market is estimated to contract by 100MT per year as older equipment is decommissioned and replaced with new equipment
