RCS was given the challenge to design a energy efficient air conditioning system for a multi purpose event venue .

The decision was taken to use a Daikin VRV heat recov- ery system and engage Bill Nappin of Nappin & Partners to progress from concept to completion .

An initial saving of 28% was estimated on the VRV sys- tem versus an equivalent chilled water installation .

Australia and the Montreal Protocol

The Montreal protocol (MP) called for the phase out of all Ozone depleting substances in Developed countries by 2020 and developing countries by 2040.

To meet our obligations under the MP The department of environment water and Heritage (DEWH) set up a Quota system in 1996 and a phase down schedule on imports of HCFC’s that effectively reduces the availability of HCFC’s by 30 Ozone depleting tonnes (ODP) every two years after an initial 4 year Fixed cap.

The department also banned the import or production of equipment containing HCFC’s effective July 1st 2010

Background and summary

Within the European Union under the EU regulation 2037/2000 the production for consumption in the EU and use of virgin hydrochlorofluorocarbon (HCFC) refrigerants will be banned as of 1st January 2010. This leaves owners of water chillers still operating with HCFC refrigerants with the task of managing the transition from HCFC to an alternative whilst trying to minimise disruption to normal operation of their business.

A number of options exist:
1. Equipment Replacement
  • High cost but possible performance improvements over the existing equipment may be obtained.
  • 2. Containment and Reliance on availability of Reclaimed HCFC.
  • It is very likely that demand for reclaimed material will far exceed supply making this a high risk strategy.
  • 3. Convert to an alternative non-HCFC refrigerant
  • Several options exist. A retrofit to Suva®407C would involve time consuming and costly oil flushing procedure to change to a POE based oil.
